Ryan is not the final decision-maker on headcount. He is the person who implements the decision that headcount is frozen, and he has been implementing it for eight months. The freeze is real -- there was a directive. What Ryan has added on his own is the inability to distinguish between the freeze as a default and the freeze as an absolute. There are exceptions.
